PCPM - POLISH CENTER FOR INTERNATIONAL AID IS SEEKING FOR QUALIFIED EXPERTS IN THE AREAS OF: WATER, SANITATION AND HYGIENE (WASH), SOLID WASTE MANAGEMENT, LOCAL ECONOMY DEVELOPMENT, COMMUNITY PARTICIPATION.

Experts with extensive experience in WASH/Solid Waste Management/Local economy development/ Community participation are encouraged to submit their CV and cover letter by email to iraq@pcpm.org.pl with the assignment title in the subject line “Short-Term Expert/ field of expertise of the four listed above”. MASAR for Local Governments is a programme funded by the EU MADAD trust fund. The overall aim of the programme is to strengthen the long-term resilience of targeted subnational governments and their host, refugee and IDP populations to deal with displacement. Subnational governments in Iraq and Lebanon have been the first to be confronted by the repercussions of the Syrian refugee crisis: increased pressure on local services, competition for local employment opportunities, corroding social cohesion, faster urbanisation trends, rent-seeking behaviour and inflation due to externally injected funds in the local economy, and so forth. MASAR for local governments therefore focuses on the urban setting, which is the background of processes of displacement, investment, employment and service delivery. Displacement has a fast-forward effect on urbanisation, and it also greatly affects the relationships of cities and towns with their more rural surroundings.

Wymagania

  • 1.Education: Higher education degree (Masters’ degree) in engineering/public administration/political science/economy or other relevant for the position.
  • 2. Professional 2. Experience: A minimum of 8 years of working experience in the sectors of WASH/Solid Waste Management/Local economy development/ Community participation
  • Minimum of 5 years’ experience in conducting qualitative and quantitative assessments and/or feasibility studies in development settings;
  • Experience in working with local governments in developing countries, preferably in MENA region would be an asset.
  • Proficiency in English (minimum level: C1);
  • Proficiency in Arabic and/or Kurdish would be an asset;
  • Excellent computer skills (Microsoft Office: Word, PowerPoint, Excel);
  • Cultural sensitivity and cross-cultural skills (religion, ethnicity, gender);

Zadania

  • Identify main needs of local governments in the sectors of WASH/Solid Waste Management/Local economy development/Community participation;
  • Assess the capacity of local governments for implementation of relevant projects in the sectors: WASH/Solid Waste Management/Local economy/Community participation;
  • Develop programme of trainings for the employees of local governments (if relevant);
  • Conduct training (if relevant);
  • Other consultations depending on the sector.
  • The assignment will require 7-14 days stay in Iraq. PCPM covers flights, per diems, accommodation and insurance.
